The Indian Ministry of Commerce and Industry on 14 August 2025 released its final findings in the anti-dumping investigation into imports of suspension PVC from seven countries, bringing to a close a probe that has spanned nearly 18 months since its launch in March 2024.
The investigation concluded that PVC imports originating from China, Indonesia, Japan, South Korea, Taiwan, Thailand, and the United States had inflicted material injury on the domestic industry. As a result, the Ministry recommended the imposition of anti-dumping duties (ADD), set at the lower of the margin of dumping or injury margin, in line with WTO rules.
In a notable shift from the preliminary findings, the final recommendations propose lower duty rates for most exporters across six of the seven countries. The exception is China, where ADD levels have been raised significantly.
Market participants are now awaiting a formal notification from the Ministry of Finance, which will determine the effective date of implementation. The duties are expected to take effect within 15 to 90 days of the 14 August announcement and will remain in force for five years once enacted.
