Taiwanese major hikes October PVC export offers as crude rally feeds through

Rosneft's Ryazan refinery halts again after fourth drone strike since May
The refinery has stopped operations following a September 6 drone attack, the third such strike since May to knock out the plant. Two primary units, together accounting for close to three-quarters of the refinery's capacity, were halted after the assault, with repairs expected to take several weeks based on the pattern of prior outages.
The recurring strikes on a facility that normally supplies Moscow with fuel underscore the sustained pressure Ukraine is placing on Russian refining infrastructure well into the conflict's fifth year, adding to the string of disruptions already weighing on the country's downstream output this year.
