India's new minimum import price on PVC has repriced Southeast Asian offers within a day, with Chinese and Thai material both moving sharply higher even as regional buyers stand on the sidelines. Sellers are betting that Indian converters will be forced back into the market for once the monsoon lifts.

The bigger question is what kind of restocking follows: a half-hearted return risks pushing surplus cargoes back into Southeast Asia, while a stronger recovery could pull supply toward India and leave the region short.
